Jacques studied with American masters such as Frank Webb, Tony Couch, Don Stone, and Betty Lou Schlemm. An exemplary watercolorist Hébert has advanced his skill while in Maine, Vermont, and Quebec.
The luminosity and transparency of his works, the single-stroke lines, and the choice of themes such as the river, landscapes, and Quebec homes in eastern Quebec make his work unique and highly recognizable.
With the late Jean-Paul Ladouceur, he founded the Canadian Watercolor Society. He is Honorary President of Canadian symposiums and founding president of the Symposium Le Kamouraska en Couleurs.
A much sought after artist and instructor Hebert has been exhibited and collected in North America and Europe.
